In May in Yekaterinburg the court hearing will begin, which promises to be the apotheosis of the policy of regional authorities on independent media.  The matter is “case of Aksana Panova”. Ordering customer of this case is governor of Sverdlovsk region is Eugene Kuivashev. All “victims” are subordinates of him or related people. The reason of for persecution is offence of Kuivashev on critical publications of Panova. He joined the Head of regional police- General Mikhail Borodin and deputy of prosecutor Yuri Ponomarev for persecution of journalist. During some months four criminal cases have been filed on Panova. All of the cases were forged disorderly, and are held only on the testimony of people with dark reputation. Panova might be sentenced to 15 years in prison. During the investigation she lost her baby. Now Aksana alone brings up 9 years old son, her old mother also depends on Aksana. Health condition of Panova who had two heart surgeries and waiting for the third one can be dangerous. But woman stays strong.]

Aksana and Znak.com experienced a lot during investigation. After show time in editors office there was an attempt secretly to arrest Aksana when she came off the plane in “Koltsovo”. Illegal rummage in her flat was with tears of 9 years old son Artem.  Facts of regular illegal wiretapping surfaced illegal, which is in the hands of the killers.

Artem Panov grew up for 6 months. Rummages at home, danger of mother’s arrest and attempts to send a boy to an orphan home did its part. Grandmother of Artem –Lyubov Georgievna is on the pills all the time.

Number and duration of interrogations of pregnant Aksana according to international legislation can be classified as tortures. In December Aksana lost daughter.

Regional system frightened by journalists’ investigations sent to Panova apparently the most reliable helpers. This case changed 20 investigators and 10 authorized operatives. The case grew to 26 volumes. But it filled with unnecessary information (there is in every volume articles of OOO “Ura.ru” which was run by Panova, as evidences there are funny pictures of personnel of editorial – full faces and half face, that according to police might be a sign of criminal organization.) In every part there is lie, fake facts.

Investigation is over and we, finally, have opportunity to tell everything about tricks and white lie, we have all documents, expertise of the Human Rights Council under the President of the Russian Federation.

To the Main Investigative Directorate of the Russian Federation Panova goes almost every day for 6 months. On the picture you can see the Head of investigation group — lieutenant-colonel Kibirev. For this case hr will get colonel title.

EPISODE 1: 7 years of imprisonment

Someone Konstantin Kremko accuses: end 2007 -2008 (what a good memory) Panova extorted 1 million rubles in exchange of non publication of negative information about his company “Bona” and for publication of positive article (Art.163, criminal code, p.2 “extortion on a large scale”). According to his first testimony of Kremko, meeting with Panov was in her flat. However it turned out that building where Panova’s flat is located has not built yet. Kremko then “remembered” that negotiations were outside on the street, not far away from Radischeva Street or maybe Sakko and Vancetti Street or maybe near some café. During interrogations Kremko admitted that it was not Panova who appointed the meeting but “stranger”. He didn’t see Panova before (means you cannot state for sure if he met with her).

Witness of this “meeting”, likeminded person of Kremko, someone Bocharov, also couldn’t remember where and when was conversation with Panova. Besides there is information that Bocharov is “professional witness” and acts as witness not for the first time. Kremko – proved by documents –in 2009 was convicted by Leninsky regional court of Yekaterinburg on Art.300 of criminal code for falsification of evidence and was fined on 270 000 rubles. (Criminal case № 37001). That time he was supported again by Bocharov. One year earlier Kremko was in pre trial detention center accused in large scale fraud (borrowed 5 million from famous singer Aleksandr Novikov and didn’t give it back)

But the funniest that neither Kremko nor Bocharov could exactly formulate how Panova threatened them: publication or no publication of what information.

In Ura.ru didn’t hide that they wrote about Kremko and his company “Bona” fighting for territories near Baltym Lake with local businessman Burcev: businessmen “exchanged” with criminal cases and different decisions of courts. During this “battle” manager of Burcev almost was about to be punctured with syringe with HIV.  But about that was written   not only by Ura.ru but other local and federal mass media, which includes favorite newspaper – “Komsomolskaya Pravda”.  Father of Kremko, officer of regional Ministers Board, was writing government’s papers demanding refutation of every publication connected with his son. But Kremko stated that his father didn’t use his position during investigation.

In accusation materials Konstantin Kremko showed: publications of Ura.ru lead to bankruptcy of “Bona” and destroyed his health. But proofs that guilty is agency don’t exist –neither financial and accounts documents nor reports, medical cards.

Who didn’t guess – Aksana Panova didn’t meet Kremko and Bocharov and saw them for the first time in her life. By the way according to official information Kremko was on his medication in psycho hospital, which discredits his abilities to make points about Panova. Besides, this document can discharge him from liability for false denunciation on Panova.

Accusation: from December 2007 till February 2008 Panova had criminal intention to commit extortion on a large scale from director general of “Bona” –Kremko Konstantin Evgenievich because he was interested in stopping publications about him. Panova decided to raise a demand about money under the threat of publication of negative information, amount of money she demanded was 1000000 rub. Kremko refused from this suggestion. Willing to get her criminal intention and illegally get Kremko’s money, she continued till July 2008 to give permission for publication of negative materials on Kremko on the web site…. Thus from February 2008 till 02.07.2008 following articles were published… (Authors):

Nobody from mentioned above authors were questioned, it means reasons for publications were not specified, besides more than 40 negative publications were attached to the case from different internet sources, their authors also were not questioned. The following point was made by investigation: “…. due to these publications contractors and clients refused to deal with “Bona” that resulted in reduction in profits, company was forced to shut down manufacture of salads, company was in debts, that lead to bankruptcy.

Thus from December 2007 –February 2008 Panova extorted 1000000 rubles. Panova committed a crime according to Art.163, part 2 of criminal code of the Russian Federation”.

Causal relationships between negative publications towards Kremko on the web site “Ura. Ru” and bankruptcy was not found by investigation. Investigation didn’t study why publications were stopped. It must be mentioned that duration of “extortion” accompanied by publications without any attempts to get money. Investigation didn’t motivate why it took 4 years from moment of “extortion” till moment of beginning of investigation? Ok, even if this conversation between Kremko and Panova took place and Panova just refused that she saw him before, than in this case convict of Panova of a criminal offence is not possible because there is a right in criminal law like voluntary abandonment of the project to commit crime. Generally accusation looks artificial.

Episode 2: from 7 to 15 years of imprisonment

Director General “Regional TV broadcast” (68 % of share is controlled by Sverdlovsk government) Anton Stulikov: Panova made me sign an agreement on informational service with URA.Ru, or she threatened me to publish negative materials about me. (Art. 163, part 3, extortion in order to get property on a large scale).

This speech Stulikov, blushing and sweating, said on confrontation with Panova. But what kind of information exactly Stulikov couldn’t remember (and if he had something to say, he would already be in the court with claim to defend honor and dignity- but there is nothing to defend and from nobody).

Other words, Stulikov almost admitted that he spent budget on personal problem. (Art. 160, “Embezzlement”). Anton bares false witness against him and Panova.

Witnesses of Lashmankin (former head of administration of governor of Sverdlovsk region) bring everything in order.

“Really, URA.Ru published negative materials about Stulikov and his work, “about difficult condition at work place”. That time share of profits OTB from commercials fell down, but I cannot say that it happened because of activity of URA. Ru “, — said Lashmankin to investigators. Materials of Panova’s case don’t give grounds to say it: in 26 volumes of the case there are no information about financial and operational activities of OTB, questioning of all stock holders, board members and partners of company.

So what was there for real? According to Vyacheslav Lashmankin in October 2010 he conducted a meeting between Stulikov and Panova, in the end they made a point about editorial publicity, that way they entered into business relations of agency URA.Ru and TV channel. “I had couple meetings with participation of Panova and Stulikov where we discussed newsworthy information which are must be worked out together with URA.Ru, it means there was a talk only of two mass media information police… We have never talked about informational extortion”, — stated Lashmankin.

Subject of agreement between OblTV and URA.Ru in November 2010 was:  three news and the same numbers of articles a month for fee 300000 rubles (but charge declined to 60 000 rubles later, then stopped at all).

Moreover, “Regional TV broadcast” made similar agreements with “Kommersant-Ural”, “MK -Ural”, “Novyu region”, “ITAR-TASS -Ural”, “Interfax –Ural”, “Uralpolit.ru”, “Ural”, “and 4 channel”, “Expert -TV”…

Payments of «OblTV» (34 pages of a book of purchases, generally there are more than 250 pages) 

You may be surprised: what an advertising campaign! So many partners and probably big budget! But no, rating of the channel is not higher than 1 % (neither before campaign, nor after). These agreements were not about TV channel but about positive information on Governor Aleksandr Misharin. “Apparently, as a part of agreements administration asked to give information on governor and government. Their attitude they still show, being scared; now they prefer to keep silence like there is no case of Panova. Stulikov can give testimony against anyone.

Thus, “Regional TV broadcast” practically is not only TV channel but “black pay box” through which ambitions of regional deputies are paid: to describe better work of them, to give brilliant sociological report.  According to stock holder’s tele –OAO, equipment which was bought for OTB on budget money cost double market price.  What is going on there? Investigators of MVD could answer but they are busy with “Panova’s case”.

“Charge of the second episode is: “In October 2010 Panova understanding that OAO “Regional TV” is interested in stopping of publications of negative information committed extortion on a large scale towards Stulikov, 03.11.2010 Panova demanded from him to send her monthly 300000 rubles. Stulikov asked her to make agreement between “RegionalTV” and “URA.Ru”. In November they made fake agreement on informational service, dated 01.11.2010 till 31.12.2011, the subject was to publish materials about activity “Regional TV”: 3 news, 3 analytical articles, and interview. Stulikov was aware that in fact there was refusal of Panova from realization her intentions. From 18.11.2010 till 08.11.2011 on “Ura.Ru” account 3300000 rubles were transferred, in 2012 – 354000. It means Panova committed a crime according to Art.163, part 3 of criminal code.” From texts of agreements, attached to the case, it says that on the web site they are supposed to publish about activity of administration of region not “RegionalTV”. Thus, if follow logic of investigator, it turned out to be that Stulikov in order to avoid critical notes paid off Panova with money of his company, which is part of budget of region, it means first, he let embezzlement, second he committed commercial bribery, having paid off “silence” of journalists. However these circumstances are not studied by investigation. It follows that this accusation is framed up.

Episode 3: 6 years of imprisonment

Director of OOO “Ostrov” Eugene Belonosov: in May 2011 I addressed to Panova asking no to publish on the web site URA.Ru compromising information about the Head of regional department KPRF party Dmitry Shadrin. The price was 100 000 rubles, transferred to agency. However taking money URA. Ru less than 3months wrote negative article about Shadrin. (Art.159, part 3, “fraud committed by a person using his official position and on a large scale”).

Fake informer Eugene Belonosov (be careful with this person. During publishing this material it got known that Belonosov wrote accusation on oppositional deputy – Georgy Persky. As if he extorted from him 200 000 rubles) 

Panova didn’t have any negotiations with Belonosov. She just published proved information about deputy’s past, that she thought was important. By the way, Shadrin didn’t have any pretensions. Also there is record of conviction before; it means journalist wrote the truth.

Panova first talked to Belonosov on confrontation. There were no any agreements between companies, in the case –neither agreement, nor account for “URA.Ru”. Nevertheless, Belonosov transferred 100 000 rubles to account of agency probably in order to make a report in front of his contra gents from Regional Committee. His actions also go under article 204 of criminal code (‘’commercial bribery”) and as well as Stulikov he also deserves “attention” of investigators. As for URA.Ru, when they noticed strange transfer of money they immediately sent it back.

In December 2012 Belonosov (close to governor) have written a claim on extortion 100 000 rubles (which he got back long time ago). On confrontation with Panova, Belonosov couldn’t make any clear explanation: where is extortion? Why he kept silence for 1.5 years?

“Third episode includes a statement that is contradictive evidences: “… from may 2011 till 07.06.1011…… made fake agreement with OOO “Ostrov” and got 100 000 rubles on her account, in spite of this agreement she let release of the article (compromising)  Shadrin and thus she stole 100 000 rubles, committed a crime according to article 159, part 3 of criminal code. Agreement is attached to the case but is was signed neither by accountant nor by Panova, this information denies a fact that Panova “made agreement”, also receipt on refund payment is attached there. Thus lack of attention of investigator while analyzing evidence lead to groundless accusation of Panova.

Episode 4: 4 years of imprisonment

Aksana Panova is very gifted person, she can make success everywhere. Her “criminal activity” is not surprising, she stepped over Ural and whole country: she is accused in stealing 12 758 126 rubles by Austrian company “BF TEN” holding who possesses controlling interest in URA. Ru. Version of investigation: in spring of 2012 Panova (that time Director general and holder of 49%) withdrawn from agency account 12 758 126. “Embezzlement” was solved by tax police, audit of which didn’t even start.  Authorized operations officer Ryabinin wrote a report about withdrawn money and then opened criminal case (Art.159). Then they realized that it’s impossible to steal money from your own company and case was changed into art.201 (“Abuse of power”). This claim of Austrian company became the ground for rummages in URA.Ru and at Panova’s home in Septemder 2012 for arrest accountant of agency Nataliya Popova. These pictures were all over the country and were on top list in Russian Internet.

 Accountant “URA.Ru” Nataliya Popova was taken by police as a hostage: 4 days and nights she was kept in temporary detention facility, they demanded to testify against Aksana Panova. She refused. Now Panova is free from charges

In fact Panova just fulfilled promises given by new stockholder. They are famous in energetic sphere –businessmen Artem Bikov and Aleksey Bobrov, who serve the interests of Kyivashev (they are citizens of Austria, who control BFTEN). In the end of 2011 new stock holdes bought control under URA.Ru and announced about pay rise for workers in agency. Panova as a director general OOO “URA.Ru” during some months withdrawn earned money by agency – 12 758 126 rubles and paid this money to workers.

In witness – testimony of workers and cash payment vouchers. About that “”need in cash for salary for workers” in months Mikhail Vugin remembered with Dektaynnnikova (attached to the case). There is no reason not to trust him. First of all he is the only one from journalist of URA.Ru witness from the prosecution. Second, assistant of Panova –Vugin is assistant of Dektaynnikova, Bikov nad Bobrov, now behind the scene he took place of Panova and now he is chief editor of URA.Ru. The price of betrayal is also known – 10 million. Other journalist who left agency after Panova opened up a new online media Znak.com.

It’s true that pay salary in cash is violation. That’s why in January 2013 Panova brought acknowledgement of guilt in tax default. You think someone paid attention?

“Attack” was given not for fine Aksana but to arrest her. But in order to fulfill this task, prosecutors “must” do a lot: case of Panova bulges at the seams. It’s fully connected with claims from “BFTEN”: abuse of power and stealing profits. Profit, as we all know, calculated at the end of year as a result of company’s work.

And those 12 million — current asset, Panova as a stockholder has a right use for the interests of URA.Ru. It was proved by tax policy audit finished in February 2012. In the case there are no any documents which can prove Panova got money and brought finance damage for partners. But who is interested?

And one more thing: during criminal case investigators did enormous work by finding long net of firms-encashment. Found…… and forgot and let them carry on. Police is not interested in Kremko, Stulikov, Belonosov.

Last episode is connected with relations Panova and her business partners.

“….She brought damage to rights and legal interests OOO “URA.Ru”, finance damage – 12 758 126 rubles, data corruption in accountant reports…… Forfeiture for partners to take part in sharing profits 12 758 126 (according to charters of company 8.1.3), thus she committed a crime according to Art.201, part 1 of criminal code”. Investigation didn’t take into consideration that economic concepts “profit” and “loss” are defined at the end of year. When accusation appeared, balance was not drawn up; common meeting of stockholders was not conducted. Thus, investigation hurried with conclusions.

IN THE END………

There is one more sinister character -one Bondarenko. These people are called “Rubber witness”: Bondarenko is someone anonymous, who hides behind this name, and investigation keeps a secret. Her testimonies will be shown with changed voice. Such a modern investigation practice, copied from Stalin’ s absurd investigation: someome, hidden states that she is best friend who you share details of your crime with.

In case of Panova role for “rubber witness” is played by famous in Yekaterinburg unlucky PR person and lady from province Valentina Gofenberg. She thought that nobody will know about miserable role in this case.

Recently after rummage at Karpov’s (high ranking officer of transport prosecution) they found phone’s tape and routes of Eugene Roizman. He gave colorful picture of dark life activities of Karpov: his second mission is to organize of contract murder. More interesting that Karpov is husband of Gofenber’s sister. Karpov being on federal wanted list made a petition on fake bankruptcy of Gofenberg’s company, in order she doesn’t have to fulfill obligations. More than two thousands of Russian journalists and public activists supported Aksana by signing petition to Vladimir Putin.

 In professional sphere nobody stayed as a silent spectator. Fortunately, we have such a world that there are more talented, fair and honest people. Two thousand of journalist, public activists and publicists signed a petition addressed to Putin, Minister of internal affairs – Kolokolcev, head prosecutor Chaika. Among them –Leonid Parfenov, Aleksandr Lyubimov, Dmitry Muratov, Julia Latynina, Dmitry Bykov, Irek Murtazin, Aleksey Simonov, Oleg Kashin, Pavel Sheremet, Olga Romanova, Natalya Gevorkyan, Elizaveta Glinka, Dmitry Sokolov-Mitrich and others.

“In fact criminal case of Panova  is political and connected with conflict journalist and governor of Sverdlovsk region Eugene Kuivashev –says in petition,- in danger not destiny of Panova: in Yekaterinburg a dangerous precedent is rising, which allows to put anyone under repression. Only one claim is already enough. This situation puts in danger mass media system, damages the most important freedom – freedom of speech of those journalist who have different opinions with authorities. We are asking to stop reprisal under journalist Panova. While there is yet time.

We, friends and colleagues of Aksana Panova, hope that court will be objective and fair. But one little person didn’t survive already. In December daughter of Aksana congenital heart disorder died. Do we need other victims?

The new era for U.S. rockets continued that November when the first Delta 4 blasted off carrying another commercial spacecraft for the same Paris-based operator, giving both EELVs a paying passenger on their debuts.The first Air Force satellite flew on the third flight, sending a communications satellite for the troops into orbit in March 2003 atop a Delta 4. Credit: Carleton Bailie/BoeingThe next major milestone in the program came in December 2004 when the heavy-lift version of Delta 4, a triple-barreled booster to carry the largest and heaviest payloads, soared on a test flight to iron out the bugs before the costliest national assets were entrusted to the vehicle on subsequent flights.It was a fortuitous decision to conduct such a demonstration without a real satellite onboard. A phenomenon, called cavitation, caused bubbles to form in the liquid oxygen plumbing that fooled instrumentation into thinking the tanks were running empty, shutting down the main engines prematurely.The condition was thoroughly analyzed and corrected, allowing Delta 4-Heavy to assume the big payload launches from the retiring Titan 4 rocket, fulfilling one of the primary purposes for EELV.Both the Atlas 5 and Delta 4 were designed as modular systems with different sized nose cones for added room when needed, the ability to add varying numbers of strap-on solid motors for extra power, even two options for an upper stage on the Boeing vehicle to tailor a rocket to the payload it would carry. The result was phasing out the Air Force’s reliance on the medium-class Delta 2 and Titan 2, the intermediate Atlas 2, heavy-lift Titan 4 rockets and all of the vast infrastructure needed for the four different rocket lines.EELV was the path forward for military space, a collection of rockets built through just two systems to span the full range of needs the Pentagon could invision to keeping its constellations of communications, navigation and weather satellites flying high, plus delivering critical performance to the National Reconnaissance Office and its management of the overhead surveillance system for the U.S. government. Credit: NASA»Twelve of the 50 EELV launches have been NRO missions and these have been vital to our overall mission of delivering on commitments critical to our national security,» said Bruce Carlson, director of the NRO. «I thank and congratulate ULA and the EELV program for the tremendous performance and achievement of this very impressive and noteworthy milestone.»Along the way to flight number 50, NASA migrated a number of its spacecraft to EELV as well, using the Atlas 5 for dispatching the sharpest-eyed orbiter and the car-sized Mars Science Laboratory rover to the Red Planet, the Juno probe to Jupiter, New Horizons that is en route to make the first encounter with Pluto, plus a sophisticated craft to study the Sun and missions to the Moon.And there has been civilian weather observatories too, the kind of satellite that provides the looping imagery of clouds seen on every newscast, that went up on a three-peat success string aboard the Delta 4.To date, the combined record for both EELV systems includes 19 launches dedicated to the Defense Department, 13 commercial flights, 12 missions with spy satellites for the National Reconnaissance Office and six for NASA.»Since the first EELV launch nearly 10 years ago, EELV has delivered billions of dollars of critical capabilities to space that protect our national security, promote our quest to explore and understand the universe and promote commerce. EELV has accomplished all this while achieving an unprecedented level of mission success with no mission failures,» said Gass.After early flights went only from Cape Canaveral in Florida, both rockets eventually took up residence at a second launch site — Vandenberg Air Force Base in California. While the Cape affords access to equatorial orbits, the West Coast base features the prominent path to polar orbits where some types of reconnaissance satellites like to go.Atlas 5 has done 27 East Coast flights and four West Coast missions. The manifest calls for 11 flights this year, including 7 Atlases and 4 Deltas. Next year includes a dozen flights with 8 Atlases and 4 Deltas. Calendar year 2014 is similar with 12 EELV launches for 9 Atlases and 3 Deltas.»Beyond that we see a sustained rate of about 12 EELV launches a year thru 2017,» Gass said.»ULA currently has no plan to downselect to a single launch system, either Atlas 5 or Delta 4. We respond to our customer requirements and as currently projected both systems support our customer needs,» he added.The outlook also could include launching humans instead of only hardware into space. Several of the prospective commercial providers for ferrying NASA astronauts to the International Space Station through new spacecraft designs, including Boeing’s CST-100 capsule, Sierra Nevada’s Dream Chaser spaceplane and Bue Origin’s biconic spacecraft have selected Atlas 5 as their launcher of choice.»We continue to work with our commercial crew prime contractors to optimize the system solution for human rating. Most notable efforts for ULA are emergency detection system to trigger an abort if there is launch vehicle anomaly, crew ingress/egress facilities at launch site and reinstating the dual engine upper stage (flown in all pre-EELV Atlas and Titan Centaur versions) to improve flight trajectory safety capabilities,» Gass said.Elsewhere on the horizon, a common upper stage engine to fly on both the Atlas 5 and the Delta 4, known as Pratt & Whitney Rocketdyne’s RL10C, is under development for debut in 2015. The new, more powerful RS-68A main engine for Delta 4 will make its maiden mission next week on a Heavy and should be phased into all Delta 4s in 2015. Credit: ULAThe second Advanced Extremely High Frequency satellite, AEHF 2, is scheduled for blastoff next week, Thursday, May 3, two days earlier than expected because the Eastern Range suddenly became available.The SpaceX Falcon 9 vehicle on its voyage to the International Space Station had planned to go during an instantaneous liftoff opportunity April 30, with a backup launch date of May 3 to rendezvous with the outpost. That drove the earliest Range slot for the Atlas to May 5.However, lingering problems forced SpaceX to again delay its long-awaited cargo-delivery demonstration trip to the station, scrapping any plans to launch next week and putting the Atlas first in line for blastoff from Cape Canaveral.The Air Force-controlled Range provides all of the necessary tracking, communications and safety services for Cape launches, and needs time in between flights to reset equipment in support of the next booster in the lineup.The Atlas launch window on May 3 extends from 2:46 to 4:46 p.m. EDT (1846-2046 GMT).But despite the uncertainty on exactly when the Atlas would take its aim at space, preparations have been progressing by the United Launch Alliance rocket team. Technicians today accomplished one of the key milestones left before liftoff when AEHF 2 took a middle-of-the-night road trip from the commercially-run Astrotech satellite processing campus in Titusville to the launch site aboard a trailer-like transporter.The slow-moving drive crossed the river, went northward through Kennedy Space Center, passed by the Vehicle Assembly Building and the old space shuttle launch pad before cruising down along the beach to the Atlas rocket’s Vertical Integration Facility.File image of AEHF 1 arriving at Atlas assembly building. The shipping crate was taken to Astrotech where the craft was unboxed for final testing, loaded with maneuvering propellants and encapsulated in the rocket’s nose cone.After pulling up to the doorway of the Vertical Integration Facility this morning, technicians went to work attaching the heavy-duty lifting sling to hoist the spacecraft in the bullet-shaped fairing off the ground and atop the Centaur upper stage.The United Launch Alliance-made rocket aboard a mobile launching platform over the past month. It was wheeled out to the launch pad one-third-of-a-mile away two weeks ago for a countdown dress rehearsal and fueling exercise before returning to the building to await the satellite installation.Mating of the payload to the rocket was underway this afternoon, followed by work to affix the nose cone’s ogive section to the lower base of the fairing.Functional checks of the spacecraft and the combined systems test between AEHF and the Atlas vehicle will occur this week to verify the payload and rocket are talking to each other properly.The fully stacked rocket, now standing 196 feet tall, features a main stage fed with refined kerosene and liquid oxygen, three strap-on solid propellant boosters, the liquid hydrogen-powered cryogenic Centaur upper stage and a composite payload shroud 16 feet in diameter.Rollout to the pad for flight will occur the day prior to liftoff, leading to the 7-hour countdown sequence picking up on launch morning.It will take the Atlas just over 51 minutes to heave the cargo, weighing nearly 7 tons, into a highly elliptical supersynchronous transfer orbit with a high point of 31,070 statute miles, low point of 140 statute miles and inclination about 21 degrees to the equator.Controllers plan to spend 100 days or so using the craft’s conventional and exotic electric propulsion systems to circularize the orbit 22,300 miles high and reduce inclination to 4.8 degrees for months-long testing in view of the U.S.The first AEHF satellite, launched in August 2010, suffered an accidental clogging of plumbing to its main engine, prompting using smaller thrusters to raise the craft into geosynchronous orbit.The upcoming craft has been thoroughly checked to ensure a repeat problem does not occur.File image of AEHF 1 being enclosed in Atlas nose cone.
