Today on March 1st, 2014 the Chairman of Public Monitoring Committee Dmitry Rozhin and me visited pre trial detention center-1 in Yekaterinburg.
The reason was request of human rights defenders of Samara and Orel region.
We checked convict L. who is being transferred through our center from correctional facility of Karelia to prison of Minysinsk of Krasnoyarsky region.
According to human rights defender Svetlana Yashina, her client was transferred in a sad plight. His relatives worry about his condition.
On Saturday’s evening we didn’t have to wait long for representatives of center-1, without any problems we got inside to check the situation.
Having met with convict L. we found out he had number of chronicle disease ( arteriovenous malformation of right frontoparietal area; oncology; cerebral angiodystonia with vegetative-vascular; chronicle prostatitis; osteoarthrosis of knee and hip joint; cystic of left temporal lobe; hypertension; degenerative disc disease; diskal hernia C6-C7, T2-T3; vertebrogenic cervicalgia; arterial hypertension of 2 stage.)
Besides in the course of transfer convict had high temperature:38,9.
During conversation we examined him and concluded that he really needs complete medical treatment before he goes to Krasnoyarsk.
We advised to write a statement in favor of chief of pre trial detention center requesting to provide full medical examination. This statement was handed officer on duty of center-1.
Also we received permission from convict L. to study his personal medical records and on Monday we’ll keep working on it.
We hope that administration of pretrial detention center-1 won’t violate the law and they will conduct medical examination.
As for request from human rights defenders of Orel to check convict transferred 4 weeks ago to Sverdlovsk region, we didn’t find him but administration informed that on 26.04.2014 he left to penal colony № 13 of Nizhny Tagil.
Afterwards we called human rights defenders of Samara and Orel regions and shared information which they will tell relatives.
