On March 4th,2014 Expert Council member under Ombudsman in the Russian Federation Aleksey Sokolov, members of Public Monitoring Committee of Sverdlovsk region Larisa Zakharova and Sergey Kirillov arrived in Sosva to inspect this facility.
At 8:30 we were on checkpoint of medical correctional facility №23.
Aleksey were there to consult convicts in legal issues. No problems with admission. Everything is in regular way: dogs are barking, nervously smoking officers on duties. Between freedom and us there is high fence and some rows of barbed wire and we still feeling sleepy strolled behind lieutenant-colonel Andrey Vladimirovich Gorbunov.
During confidential meetings prisoners characterize this officer as someone who tries to understand them and respect prisoners. This was a nice surprise but the only one good news.
By the day’s end our impression felt down. But all in good time.
Medical correctional facility №23 is a place for treatment of tuberculosis convicts.
Since January 11th, 1938 in Sosva department of North-Ural camp of People’s Commissariat for Internal Affairs of USSR was established. More than 70 years wooden barracks were on swamp, walls went rotten, worn-out system of drain and water supply. According to convicts they feel draft and it disturbs them.
Honestly buildings are cheaper to tear down than to repair. Rotten woods need to be changed which means to repair walls and floorings, foundation necked down. It’s dangerous to be there even. We are not talking about treatment.
Death rate is terrifying, only for last month three people died. (For 10 months 20-25 dead people).
Behind scene people after being released also die. We have sent a request to Federal Service for Execution of punishment to make it clear.
Every second convict says about bad food buy they add they are ready to put up with this issue as long as officers don’t violate their rights and don’t humiliate.
We walked through all cells, horrible smell followed us. According to administration officer it’s not only bad drain but smell from rotten human lungs.
Complaints, complaints are everywhere. The main is non qualified treatment. Also they complained of constant searching in living premises after which they left a mess, broken furniture.
We talked in person to every convict in confidential way and taped a video as long as we had a battery.
As a result we spoke to and provided legal consultations with more than 30 convicts.
By the day’s end we heard: Help! Person has been beaten!! We found a victim, invited doctor on duty and recorded injuries.
The reason of beating is attempt to get into library. Beaten inmates gave permission to publish his photos.
Upon this inspection we drew a report which was sent to Investigation Committee, prosecutor office and Federal Service for Execution of punishment.
At the end of working day we could manage to visit penal colony №18 where we spoke to convicts who earlier addressed to representative of public organization and gave photos of terrible conditions in colony asking to post them in mass media. However they didn’t get a help and photos are gone.
