On August 15th, 2014 there was a meeting of the Prison Chief Directorate and members of Public Monitoring Committee of Sverdlovsk region in the Federal Service for Execution of punishment’s building. There the representatives of Ombudsman of the Russian Federation and Sverdlovsk region have taken part as well as officers from Sverdlovsk regional prosecutor office, Investigation Directorate, Ministry of Internal Affairs and Director of noncommercial partnership «Legal basis».
What are the main results?
The first conclusion is worry of members of Public Monitoring Commitee who had demanded to carry out real investigation in the penal colony № 63 (Ivdel, Sverdlovsk region). Their hunger strike was reasonable and it was proved by collective visit of Ombudsman, members of Public Monitoring Committee of Sverdlovsk region and the Federal Service for Execution of punishment’s authorities.
The second conclusion is only interference of the Russian Federation Ombudsman allowed to conduct total inspection of the colony (local Ombudsman didn’t show any interest). Authorities of the Federal Service for Execution of punishment tried to hide the problem ignoring the signals of members of Public Monitoring Committee — Larisa Zakharova, Olga Dianova, Vasily Rybakov, Dmitry Antonekov.
The third conclusion is this meeting showed that the Federal Service for Execution of punishment considers members of Public Monitoring Committee to be not the representatives of public inspections but sort of freaks who try to destroy the image of good facility. Members of Public Monitoring Committee don’t tend only to point out and demand but also they look for ways to fix existing problems. Their goal is to find troubles, evaluate and change them. The process is not easy thing. There it’s required cooperative work of both officers of the Federal Service for Execution of punishment and prosecutor office, investigation committee.
We were shocked by General Sergey Khudorozhkov who showed up in civilian clothes on the official meeting as well as his remarks towards members. One was recommended not to gesticulate a lot, another one was told not to show quotation marks because there is «argotic meaning»…
It seems to me that the way of rude remarks, interruption are sign of unstable mentality and lack of education…
During the meeting dedicated to the problems of cooperate work of members of Public Monitoring Commitee and the Federal Service for Execution of punishment really weird sounded Vladimir Vinnicky who decided to teach members how to do their job. Maybe opinion of Vladimir Vinnicky was interesting to someone but there are special seminars or meeting where he can share his lessons.
General impression after the meeting …. As usual, wound is uncovered but not treatment found…
