On August 19-23, 2014 as a part of the project «Public service of penitentiary control in the Ural Federal District» and «Public activists- mechanism of State police in the field of human rights in correctional facilities» human rights defenders were inspecting colonies of Ivdel region.
Members of Sverdlovsk Public Monitoring Committee -Larisa Zakharova and Svetlana Malyugina have checked conditions of imprisonment and provided with legal support in medical correctional facility № 58, № 23 and the penal colonies № 63, 55, 15 of Sverdlovsk region.
On August 20th, 2014 Larisa Zakharova and Svetlana Malyugina visited medical correctional facility № 58 and checked solitaries, ward-type rooms of squads № 2, № 4, № 3А and dining room.
We’ve talked to five inmates confidentially. They over again were telling about beatings new-comers in quarantine zone. Members of Committee went in the quarantine zone but there was no convicts.
Besides, inmates have complained of food standards breaches in there. Thus, for instance, several convicts told eggs have been given only 2-3 times per year. They seldom get milk products.
The medical correctional facility № 58 is the place where prisoners with tuberculosis have to be treated properly but among them this colony has a bad reputation.
All day long members of Committee were inspecting the penal colony № 63 where first of all they have checked convicts who had been transferred due to their statements about transfer to secure place.
It turned out General Khudorozhkov hasn’t keep his words. Prisoners, who had applied for help earlier with complaints to him, all of them are worried about their safety and life in general because jailers keep to put psychological pressure but we will write about it later.
Members of Public Monitoring Committee — Larisa Zakharova and Svetlana Malyugina have checked premises and inmates who are in solitaries where we found 6 people. We should mention that members face this number of inmates in there for the first time.
There are 26 new convicts in quarantine zone. Half of them from Krasnoyarsk region, one from Kemerovo and Primorsky krai, Amur, Chelyabinsk and Tyumen region.
Prisoners are coming and coming over without stop: from Amur region more than 50 convicts. We are talking about those whom activists have seen, but there are lots of those whom they have not. Colony administration says that limit is 1000 people but in colony inmates sleep on the three storied beds.
How do they manage to climb up? It seems that everything is not so good there. There are a lot of prisoners but somehow there are very few supervising officers. Even convicts say they almost don’t see them and all duties of administration are carried by special group of inmates — «convicts-activists».
After rounds members have talked to 10 convicts who had asked for help earlier. They feel fear for their life and health.
On August 21st, 2014 members of Public Monitoring Committee visited the penal colony № 55 where they checked premises and talked to 6 prisoners about defence of their rights.
At prison hospital members have checked convicts from the penal colony № 63 who used to be subjects to physical and psychological pressure in the colony № 5. Convicts, who has got trauma in the colony № 63 upon unknown reasons, lies in the bed — right side of his body is motionless after medical treatment.
On August 22d,2014 members -Larisa Zakharova and Svetlana Malyugina visited Sosva of Serov area where they checked conditions of imprisonment in two penitentiary facilities.
At prison hospital № 23 they have checked premises of squads. Everywhere we can see repairs and constructions. Preparations for heating seasons are underway. In solitaries prisoners have been checked and talked to about living conditions and medical treatment. No complaints from prison hospital what is really good to know.
During inspection at prison hospital activists have used means of individual protection.
Members have inspected squads, solitaries, ward-type rooms in the penal colony № 15 where also repairs are in process. At prison hospital activists have talked to 11 inmates upon different issues.
Upon results of trip claims and statements have been drawn to different law-enforcement bodies.
