In the penal colony № 62 everything is the same: convicts are being beaten and forced to stand up all day long

On 4 December 2014 as a part of the project «Public service for penitentiary control» there was a human rights trip of members of Public Monitoring Committee of the Sverdlovsk region and experts of Fund «For convicts’ rights protection» — Larisa Zakharova and Svetlana Malyugina to Ivdel colonies in order to check detainment conditions and human rights abidance as well as to provide convicts with legal help.

In the penal colony № 62 public activists have not been for about an year and this time they have decided to go there for sure.

Inspection was scheduled; checked first of all a squad under strict conditions of detainment which must be divided into two sections: day and night detainment according to law, but there convicts are detained into cells with folded beds by whole day.

In the cells of solitary and ward-type rooms there are 15 people; 4 of them have addressed to us with oral statements about application of physical force towards them on 2 December by officer — D. Karmaliyev who had beaten him with humiliations.

Also convicts told members how «convicts-activists» and administration meet new inmates who arrive at the facility. They force them run with their bags, beat and then transfer into so-called «second quarantine» where convicts have to stand up all day long.

Convicts say that all the rest are scared that’s why they don’t tell anything. Because to protect himself in most countries means to be prosecuted by jailers and administration.

Generally, complaints don’t change at all; they are the same as it was an year ago.

We found positive moments either — good light in solitary and ward-type rooms, polite behavior of officers. No obstructions upon inspection including confidential conversations with inmates.

Larisa Zakharova and Svetlana Malyugina have inspected the penal colony № 63 as experts of Fund «For convicts’ rights protection» where they have conducted meetings with convicts who had asked for help before. Convict Mikhail Tregubov has caught a virus infection because of being into a cold solitary. He was transferred there for some violations in November but we consider that it happened after he had applied to members of Public Monitoring Committee, prosecutor office and Ombudsman for defense.

Other convicts didn’t show any complaints about this facility; those who don’t refuse to ask for help lawyers and defenders and hide facts of violence, they are not ignored by human rights defenders.

Upon all found violations members have filed claims to prosecutor office, the Federal Service for Execution of punishment.
