On 18 December 2014 as a part of the project «Public service for execution of punishment» members of the Sverdlovsk Public Monitoring Committee — Svetlana Malyugina and Larisa Zakharova inspected the pretrial detention center-1 in order to check information received from our site about arrested person T. whose life is under control of defenders.
The representatives of the facility came out for public activists very quickly what was good for us.
Members of the Sverdlovsk Public Monitoring Committee spoke to convict T.; he said there were no incidents in the isolator and thanked defenders for their help.
The only one thing is access to attorneys, one of them was admitted to convict T. with problems and time delay; in Polevskoy attorneys were not allowed at all.
On the site of Public Monitoring Committee of Russia there was information about cuts of stomach and bodily harm that T. got in the pretrial detention center-1 but T. said that he hurt himself on 5 December 2014 after court; he told about it members of Committee.
Besides, members of Committee have visited block № 11 where in small and cold cells there were inmates from different colonies. Cells for two inmates visually don’t meet standards of space; there is no private place for toilet. Also there were complaints of rats and cockroaches. Generally, place doesn’t fit for detainment of people, it requires full repairs.
At the block № 24 members of Committee have checked convicts, especially convict Kh. who earlier served his sentence in the penal colony № 5 and he was initiator of court hearings upon condition of detainment. Now upon detainment conditions in the pretrial detention center-1.
After inspection of the facility there was drawn up relevant report.
