At the end of September — in the beginning of October 2014 in the colonies of Mordovia there was a massive act of intimidation by department of the Federal Service for Execution of punishment in the Republic of Mordovia.

In the more than 7 correctional facilities of Zubovo-Polyanskiy area, inmates were beaten by officers. They were beating all over bodies, even in head. Convicts passed out because of this violence. The facts of bodily injuries were not recorded by medical staff, in some cases convicts didn’t get medication at all.

Photos with beaten heads of convicts and written statements have flown through Internet.

Experts of Fund «For convicts’ rights protection» Aleksey Sokolov, Larisa Zakharova, Olesya Saenko and attorneys Roman Kachanov, Vladimir Kapustin many times went there in order to provide convicts with legal help and help to bring guilty ones to justice because they twisted laws of Russia and do their own way.

Wardens of the colonies have obstructed experts and refused to give meetings with convicts according to p. 4, art. 89 of the Penal Code. We’ve filed claims upon those facts of violation and prosecutor officer has confirmed partly lawfulness of actions of chiefs of the facilities.

Only attorneys could manage to question convicts upon facts of beatings by officers.

After human rights trip there has been filed an application to the Investigative bodies and the Federal Service for Execution of punishment to punish people who are guilty of  bodily injuries infliction. Photos of beaten convicts also have been sent to the Investigative bodies and the Federal Service.

Results of inspection from the Federal Service were only from two colonies and everywhere application of physical force was declared to be LEGAL, because convicts bid defiance to officers, however there are no video tape where it happened.

the Investigative bodies have sent application of defenders to Zubovo-Polyansky investigative department which ordered to dismiss criminal complaint for lack of evidence according to p.»b», p.3, art. 286 of the Penal Code.

Thus, beatings by jailers have been stated to be LAWFUL and REASONABLE.

The next human rights trip attorneys have tried to get familiar with orders of dismiss but during trees days they have been there, they couldn’t do it.

The next attempt to do it was success. Member of Council under President of the Russian Federation in civilian society development — Igor Kalyapin was lucky enough to fulfill it.

At the moment attorneys are studying decisions of Mordovia investigators to dismiss criminal complaint upon facts of infliction of bodily harm for convicts in order to challenge them and bring guilty ones to justice.

Cruel beatings of convicts in several colonies of Mordovia and photos of them with broken heads say that they had been beaten by beasts. And all following statements of jailers and Mordovia investigators that convicts bid defiance to them are simply attempt to justify criminal actions of the officers of the Federal Service for Execution of punishment of Mordovia.

  1. November 30, 20n1&1bsp; 11:49 by I would be interested in finding out how t overcome the barriers or ocnstranits to open innovation. I think open innovation benefits are quite laudable but it is the constraints that keep organisations waiting.
