On 3 January 2015 as a part of the project «Public service for penitentiary control» members of the Sverdlovsk Public Monitoring Committee Sergey Kirillov and Larisa Zakharova inspected the penal colony № 2 in Yekaterinburg in order to check convicts who are at secure place, also the squad № 22. Why have chosen this squad? It’s easy to explain.
On last visit they’ve paid attention to a group of convicts with mattresses in their hands walking in the evening into building of the squad which is located near the premises operating as pretrial detention center. We’ve found out who is in charge for a building. It turned out to be warden himself Vladimir Lvovich Korotkov.
We’ve asked how many inmates are there. Person-on duty kept silence. The representative of administration did the same. We’ve counted beds. Sleeping places were -34 in the section 1, in fact 31 beds were made, in the section 2 — 40, in the section 3 — 18, in fact 12 beds were made. It happened to be 92 sleeping places, but 89 — with mattresses. Yuri Vladimirovich Edunov who was accompanying us said that there are 84 inmates in the squads. We’ve counted up 46 heads there. So at least 37 people were not in the squad. Where were they? Neither person-on duty nor chief deputy could answer. They told us they might have been at works, then we asked to there. Only tool workshop worked that time with 18 inmates inside who were second-shift workers but someone from the squads № 10, 13 had been there before.
We went to a canteen, there was a line from the first to the second floor long; they had bread in their hands waiting when they get cereal and fish.
There was nobody who we were interested in. Where did they go? Maybe officers didn’t want to tell us where they were, maybe they were at some secret works.
Later we went to the premises operating as pretrial detention center with three convicts. Two of them inflicted bodily harm to convict R. in spring 2014 and as result he died.
As far as we know inmates could bare such humiliations and tortures from R. and were forced to commit a crime.
Convict Ruslan Tedeyev didn’t complain except troubles with sending letters. He thanked us for protecting his rights saying that after he had addressed to defenders and transferred to secure place under control of members of Committee, he has felt legal order in the correctional facility. «As it is supposed to be», — said Ruslan Tedeyev.
After inspection we’ve drawn up report and made a request about location of «lost» inmates from the squads which is under control of warden of the penal colony № 2.
