On 2 March 2015 members of the Sverdlovsk Public Monitoring Committee Vasily Rybakov and Aleksandr Anikin visited the penal colony № 63 in Ivdel as a part of the project «Public service for penitentiary control».
Purpose of this visit was to check arrangements for feeding in the correctional facility.
In the course of inspection it was found that:
On 2 March 2015 in the facility there are 1157 inmates, 18 are in the penal settlement, 4 of them are on long meeting.
There is three types of feeding: minimal -according to Order № 4, 4″A». 775 inmates are under this type.
Annex № 4 — 3 inmates,
Annex № 4 «A» — 358 inmates.
Three inmates take part in cooking.
There is check place. It meets demands of the Federal Service for Execution of punishment.
Inspected: menu, log of putting products, log of examine by tasting.
Found:
1) records from 2/03/2015 in the log of examine by tasting, log of putting products do not coincide. In particular, records of log of examine by tasting say that mashed potatoes was tasted but there are no potatoes in the log of putting products. There are signs in the records. In the records of tasting there is last name of a doctor but sign is absent.
2) records from 2/03/2015 in the log of examine by tasting don’t coincide with the log of changes. In particular, in the log of examine by tasting there is «mashed potatoes on milk», but according to Order from 02.03.15 there were changes: butter instead of milk.
3) there is no potato flour which is supposed to be under Order № 135. According to officers, it is not given to sick convicts. There is no chance to cook something out of 3 gr. for 3 inmates. There is no potato flour in the storage.
4) records in the log of examine by tasting from 1.03.15 don’t coincide with boiler order. In particular, in the log it says: «oatmeal porridge» but in the log of boilers groats are absent.
There is last name and sign of officer.
According to information of officer- on duty in the penal colony № 63 there are 1157 inmates, 18 are in the penal settlement, 4 of them are on long meeting. So products are meant for 1135 inmates. But it was put food for 1151 inmates. There are remnants left. It means overspend is 16 meals.
Recommendation: to have logs which guide arrangements of feeding.
Also it was found:
On mattresses, pillows and blankets there are stamps about putting into service.
In the course of conversations with inmates we got a complaint of absence of volume control for radio.
Pros:
there were some corrections made by administration. These remarks from 26/06/2014 by defenders.
For example, windows frames appeared in the «quarantine» zone. Toilet area is isolated.
Works of public activists are going on.
