On 18 March 2015 members of Public Monitoring Committee of the Sverdlovsk region Svetlana Malyugina and Lyudmila Vins as a part of the project «Public service for penitentiary control» inspected the penal colony № 2 which is located in Yekaterinburg.
Reason for inspection was to check information about unlawful methods towards convicts by jailers of the facility.
Defenders randomly inspected living squads, squad of strict conditions and prison hospital. Also defenders conducted personal appointment for inmates.
In the course of inspection they found that there are not enough basins: 5 basins for 72 people. Due to this fact administration may artificially «produce» offenders — convict cannot manage to do in time or walks all day unwashed. It causes disciplinary punishment.
Ceiling was leaking at the squad under strict conditions, everywhere was basins for this water; walls were wet.
According to administration, at the moment they are taking measures to correct this.
At the prison hospital repairs have been made recently.
Convict A. complained that in the ward where he is it’s very wet and cold.
No more complaints found.
Upon all found violations defenders have drawn inspection sheet and complaint will be filed soon.
