On 13 June 2015 as a part of the project «Public service for penitentiary control» members of Public Monitoring Committee: Larisa Zakharova and Svetlana Malyugina visited Sosva to check the penal colony-15 because of appeal of lawyer of a convict.
There are approximately 110 inmates in this correctional facility, 70 of them are convicts under medical treatment at the prison hospital.
We inspected high-security squads, cells of them had been reconstructed according to Regulation on convicts’ squads. In the walls embrasures were made so that inmates line up squad by squad.
The most important is to observe construction regulations etc.
Was it so? Court will state the truth.
In the afternoon defenders inspected the medical correctional facility-23 where they couldn’t get for about an hour. First defenders checked solitary and ward-type rooms with 10 inmates. Most of them asked conversation confidentially but officer didn’t permit to do it, only if it takes place in the front office which is a bit far away from solitary, it may shorten time for meeting, because it takes 20 minutes to bring each convict there.
Due to this fact defenders were forced to stop it after the first conversation and came back to conduct express-meetings with inmates in front of jailers.
Summarizing these meetings the following problems found:
-convicts suffer from mosquitoes; officers took away special insect repellent;
-unlawful disciplinary fines;
-bad living conditions and problems with health as a result;
-lack of medical checkup; for instance convict S. is getting blind because of glaucoma; this convict is almost blind. Nobody cares.
Besides, in the day of inspection a convict died in the facility who had addressed to us with complaints about bad medical treatment.
We got information about money extortion from inmates. This information should be checked thoroughly.
After inspection we drew up a report and sent it to the Federal Service for Execution of punishment and prosecutor office.
