On 24 June 2015 at the Ombudsman’s office a meeting of the Advisory Board under federal Ombudsman was held.
19 experts and Ella Pamfilova participated in there. Chairman of the Advisory Board Valery Borshev opened the meeting.
During the meeting experts were discussing issues concerning law enforcement, prison medical treatment, teamwork of Ombudsman and Public Monitoring Committees, information support and creation of committees, public activists in general. Besides, participants were discussing in details proposed law on coercion in place of detention.
Chairman of Public Monitoring Committee in the Nizhegorodskaya region Alexander Listkov gave information on emergency situation at the medical correctional facility-3 in the Nizhegorodskaya region. Alexander mentioned that criminal proceedings have been initiated upon the incident in the facility (neglect of duty).
After that Head of «For people’s rights» Lev Ponomarev offered to talk about situation with mass beatings of convicts in Mordovia. He said that absence of initiated criminal proceedings indicates that human rights defenders had overlooked this problem. Chairman of Public Monitoring Committees Assistance Board Andrey Babushkin did not agree with him. Andrey said that 22 officers from different penitentiaries in Mordovia were hold administratively liable upon failure to use video devices in the course of searches. However, due to the fact that many of beaten inmates turned down their testimony (obviously, under pressure of administration) criminal proceedings have not been initiated yet.
In the end experts signed petition to Chairman of the Government of the Russian Federation D.A. Medvedev with request to reject proposed law № 802242-6 «Concerning introduction of amendments to law «Concerning Institutions and Bodies which carry out criminal punishments in the form of imprisonment» and Federal Law «Concerning the detention of persons suspected and accused of committing crimes».
This proposed law violates human rights of people. Also, it turned out that this proposed law was redrafted in 2014 by President of Russia’s Council on Civil Society and Human Rights. But for some reasons on 25.05.2105 original version was introduced without amends.
